Camilo Noguera Pardo

He holds a Doctorate in Bioethics, summa cum laude, from Universidad El Bosque, and has completed three postdoctoral programs in Law and New Technologies; Bioethics, Public Health and Global Sustainability; and Bioethics. He also holds a Master’s degree and a postgraduate specialization, both awarded summa cum laude, in University Teaching and Research. He is a qualified lawyer and has also pursued advanced studies in Philosophy and the Humanities.

His professional career has been closely linked to higher education. He served as Dean and Director of the Faculty of Humanities and Social Sciences at Universidad Sergio Arboleda, has taught at the university level, and has led academic initiatives focused on the humanities and holistic education.

He also served as Director of the Institute of Moral Sciences and Liberal Arts and of USAHumanitas, the Center for Continuing Education in the Humanities, in addition to teaching Philosophy of Law. In the public sector, he worked as an advisor to the Office of the High Commissioner for Peace, where he contributed to educational initiatives related to the culture of lawfulness and civic education.

As a scholar and researcher, he has developed a body of intellectual work in the fields of bioethics, the humanities, philosophy, and law. Through these areas, he has promoted an approach to education that integrates professional knowledge with humanistic education and critical thinking.

As Vice Minister of Higher Education, he is committed to addressing the core challenges facing Higher Education Institutions (HEIs) and advancing policies that foster holistic education, while strengthening the quality, relevance, and educational opportunities available to young people across Colombia
